You're in Italy, drinking water from a public fountain (it isn't hard to figure out that "Aqua Potabile" means "potable water"). You've stopped the main tap with your finger, making the water shoot up straight, which is funny, which is why someone took a picture of you doing that. I've drunk from similar fountains in Italy, minus the water shooting straight up thing. Where in Italy were you?
Why do I think I'm a bout to find out that "Aqua Potabile" is also Portuguese?

And since when is "about" two words?
Winner! The fountains are called "noses," and this particular one is somewhere in Rome.
